Let’s lay blame where it needs to lie; Mike Cooper’s desk. I’m not sure if many people know much about Mike, but in his previous job as the director of the Parks Department, he did what he wanted, when he wanted without public or council approval, it doesn’t surprise me it is carrying over into his new position as Planning Director. I might even go out on limb here and say that Jodi (ghost) Schwan and Munson probably didn’t know about the FEMA map, or forgot about it.
