Development NEVER pays for itself. It only socializes costs while privatizing profits for a few. Social costs increase astronomically as the cost-per-mile to deliver services skyrockets. All proposed developments should have to pay for themselves by having multi-million dollar bonds IN THE BANK, before development is allowed to proceed.
