I lived across the street from the park in 1994(?) The neighborhood wasn’t exactly the best then. In fact my roommate’s car was vandalized a couple of times. Two years ago I had friends that were renting a home 3 blocks North of the park on French Avenue and were fed up with cleaning garbage out of their yard every morning, and the park is even worse. Besides the public urination, the park is littered with garbage because the people who hang out in the park don’t understand the simple freaking concept of garbage cans;

I really don’t have a problem with the alcohol use or people playing dominoes, that is what parks are supposed to be used for, recreation, but they are not your personal toilet bowl and garbage can. It is about time the city is cracking down on this park, but it is typical of how the city operates, they tend ignore the lower income neighborhoods until someone bitches loud enough (Pettigrew Heights comes to mind).
It would be welcomed for the city to clean up Whittier but they have no constitutional authority until they revise ordinances and courts accept them.
I’ll go there and explain that they should ignore city bullying. Sioux Falls is not democracy. They’ll get copies of a court case and names of pro bono law firms who can keep the city out of their habitat. The city is in state court and a solution at Whittier will be years from now.
Someday, the city may realize they must return to democracy. Meanwhile, citizens must resist with non-compliance resistance such as this.

This has nothing to do with the city’s ‘constitutional authority’ to stop these assholes from breaking laws. The city should throw the proverbial book at these park pissers and eventually they’ll get the picture that they have to act like civilized citizens. We are singling them out because it’s a problem. Citizens, including african immigrants, have the right to keep and bear arms. Appleseed teaches gun safety and american history relative to constitutional rights and defense of individual liberty.

This thread is about trash but I discovered another group who can be recruited to protect and defend the constitution.
The city abuses unconstitutional ordinances. They often harrass citizens; especially minorities, immigrants, and the indigent. The courts do not recognize them. I must get the word out and organize a revolution supporting a 2014 mayor who vows to repeal Home Rule.
Perhaps the local artists and sculptors could fabricate a couple dozen custom pissoirs for the city, to go along with the bike rack project.
