    Okay, I entertained you, so I watched the video and did what they asked. I opened the DOC in Illustrator. IMO, this is what I think. It seems the Aug date was manipulated, but cannot tell you why, my guess is that it may have been light ink, so they darkened it up and replaced it. I also think the document was scanned from a plain white document and then the image was placed onto this green safety paper. Not sure why? Not sure it matters. I will say this though, none of the text seems to be altered with newer type written text. I guess my only question would be why the WH felt the need to take it off of a white form and put it on a green form. No conspiracy here, move along.

No photoshoping required. No OCR required. What was done was simply optimizing the PDF for distribution and separating the text from the background and surrounding areas helps with file compression and thus produces a smaller sized document for dissemination.
