Where are the records for Shawn Tornow’s dismissal?

I am still trying to figure out this mystery. I took another look at the civil service board’s agendas/minutes. I could find NO record of Shawn’s resignation or dismissal. Mind you, there is plenty of executive sessions, but I find it odd his name is not listed anywhere.

If you look at the minutes/agendas for 9/20/2010, 11/3/2010 and 1/5/2011 you can come up with some assumptions.

In the 9/20/2010 minutes/agenda there is no advertising listing for an assistant city attorney, but in the 11/3/2010 minutes/agenda there is.

Then in the 1/5/2011 minutes agenda there is a new hire

That would tell me that Tornow left sometime between 9/20/2010 & 11/3/2010. But there is no record of it.

So the question remains. Has he received his civil service hearing or not? Mr. Bengford replaced SOMEONE? Did he replace Tornow?

Board of Ethics complaint thrown out

Due to ‘Lack of Authority’?!

Citing a lack of authority in the matter, the city of Sioux Falls’ board of ethics Thursday threw out a complaint about the mayor’s involvement in pushing for voter approval of the events center.

So let me get this straight? The City attorney claims that the AG’s opinion in 1988 allows the mayor’s directors to make presentations. Some people complained to the current AG’s office. He says he has no authority, so he throws it back at the city attorney. An ethics complaint is filed, the board’s legal adviser, the city attorney excuses himself (I am assuming because he is a political appointee of the mayor) Then the board gets a private attorney to look into it. And after all that they say they have no authority to respond to the complaint so they throw it out!? Isn’t that your job? Unbelievable and spineless.

It is no secret these two have opposed the mayor and his events center plan. But I will have to give them credit for publicly speaking out against it. I know Vernon doesn’t like the funding plan and Jamison would prefer we remodeled the Arena. Can’t wait to see their 10 points.

Their “top 10” included how the proposed plan for the $115 million facility is to borrow 100 percent of the money, how there are no signed tenants for the proposed facility and examples of city projects that could potentially be cut in order to make the annual loan payment of $9 million after the facility is built.
