UPDATED: In the past the CIP was used as a way to implement the long-term vision and planning efforts produced through good city government work. There were people internally at City Hall that invested a great deal of time into putting that document together, again, based on a vision of sustainable and planned growth.

Where is that committee now?

The city’s priorities within the CIP are identified by the Finance Department and Mayor.  I think the Mayor now meets individually with all departments to discuss their individual department projects in the CIP instead of meeting as a large group to discuss how each of the department’s priorities need to work together cohesively to implement our short and long term vision for Sioux Falls. And I know for a fact that the council has no part of these discussions.

The CIP has always been a tool used by staff to help in ensuring that long-term vision doesn’t disappear with the comings and goings of elected officials. Unfortunately that is no longer the case.

I was told this morning that the city council was not given a copy of the plan before today (capital2013). While I may understand why (well I don’t) the public hasn’t seen it yet, why wasn’t council given a sneak peak of the plan?

He will lay out the plan today at 4 PM, which includes millions in special interests projects for private club sports.

  1. Wow how many levels of pi**ed off can we get at the multiple levels of stupidity SubPrime Mike displays before we the people do a total rebellion.

    And then there is the edict way of running the local government. No consultations with the council? No needs surveys to establish proper rationale? Just because you are mayor does not allow you to run over us with your truck as you head to your wife’s tennis match.

    We do not need to have public funding for facilities already known to exist in Sioux Falls. The current facilities may not raise to the level of quality wanted by the privileged 1% but you are now having tax paying businesses run out of town because they cannot compete against city hall. Why should we taxpayers keep paying for perks?

    Right now we have churches putting in pools, schools and daycare operations to compete with our tax dollars. A non-taxpaying organization using their special tax class to compete against a taxpaying citizen business owner.

    Now we get a privileged citizen using his position to give his wife a new tennis pavilion.

    An indoor hockey area to compete against the crappy old orange building instead of encouraging the crappy old orange building to upgrade.

    An indoor swimming pool? We all ready have several indoor pools in town. Mr SubPrime what makes this one different? If you put in a year around pool, what makes it different? Yes it would be nice to ha ve a real indoor pool, but why not encourage a local group or business upgrade their current facility so they would keep paying taxes?

    Why would the owner of any business risk upgrading when city hall or a non-taxpaying church builds a competing facility?

    Prove to us we need this stuff. Sure the pool may need to be replaced but you are really pushing an agenda we cannot afford. Are you giving different stuff to your special constituencies as paybacks? I’m just asking…

  2. Tennis is meant to be played outside, as far as that goes, so is skating of any type. People used to swim outside in ponds, etc. Now some people think they need indoor pools, besides the outdoor ones. The government should quit trying to take business away from private business. I would be interested in know what churches are building pools.

  3. I am amazed everytime I see a gigantic pothole or a dilapitated sidewalk or a broken sewer pipe, yet we have money for indoor tennis? Give me a fucking break! When shit stops backing up in resident’s houses, then you can start building indoor tennis courts. Shaking my head.

I’ve said it before and I’m sure I will say it again… but if they insist upon an indoor pool, then they should build it adjacent to a high school so it can be utilized for swimming and diving programs during the school year. Then perhaps over time, each high school could have a pool and they could have swim teams – or if nothing else just utilize the pools for gym classes.

    If they just build an indoor pool at some random location, it won’t be nearly as popular in the summer as the outdoor pools because people want the sunshine… that is what summer is about. It might be popular in the winter, but since kids are in school it would either be used primarily on the weekends, or it would be used by the older geriatric crowds doing water aerobics.

    Either way there are more than enough private pools at the various gyms and apartment complexes to accommodate those who have a desire to swim year round.

    Why this continual idea that all sports need to be available 365 days a year? Indoor pools, indoor tennis, climate controlled hockey rinks so we can skate on the ice in July, golf domes. What’s next – do we need to build a dome over Kuehn Golf Course? How about indoor soccer fields for the kids? Maybe put a retractable roof over the baseball diamond? Add an indoor kickball field for good measure? Maybe add heaters to Wall Lake so boaters can pull people on skis all winter and add a roof over Great Bear so we can produce snow in August.

    Christ on a tricycle – what ever happened to SEASONAL SPORTS? So what if you can’t play tennis in January? Go indoors and play racquetball! You can’t go swimming in late November… put on a pair of skates and go ice skating, or grab a pair of skis and head to Great Bear? Can’t golf in February… so what! Enjoy the off season because it makes you appreciate the warm weather that much more.

  8. CW- I have wrote extensively about the HS swimming pool idea and have told the council during public testimony they should explore the option. Deaf ears.

    I agree with you about seasonal sports, that is why we choose to live hear.

  9. Why was the council not privy to this plan prior to the unveiling? Because we have a Mayor that is a dictator. He loves the “surprise and screw you – I am in control” factor. He doesn’t want anyone to be prepared with questions or comments because then the he can count on the council sitting there like bumps on a log and then gets upset because someone has more than two questions. This council is letting this Mayor run all over them and they look like idiots, and if you do ask questions on behalf of your community, you are then chastised for it.

    As a side note, I am for an indoor swimming facility that everyone can use (not just people that can afford gym memberships – which we do), but only with a private investment. I love the idea of the Spellerberg location, but would not oppose a high school location either.

  11. WHHHHOOOOAAAAAAA! I am old and really confused now. Did we not vote on some damn rec center years ago and it was voted down? Now we have this albatross of an event center to build and pay for and this ………. wants a new “rec” center. Isn’t it the same?
    The quote below is from an em to me July 11, 2011. I wrote him because I was thinking we were voting on the pool rec whatever again, after we had voted it down.
    “First of all, the folks of Sioux Falls have never voted on a new events center. You may be confusing this with a proposed recreation center that had a pool in it for example. This is a completely separate topic. The new events center will be used to replace the old SF Arena.”

  12. IIRC (from my way back in the 60’s mind) The original design for the NEW (at the time) Lincoln HS inlcuded an indoor pool. That bond measure was votd down by the cititizens as “too extravagant”, and the next bond proposal did NOT include a pool at the school – and passed. Some things never change.
