    True about the late night signals. Citizens renew their licenses every 10 years without retaking the test. Red flashing means stop then proceed with caution after looking both ways. Yellow means slow through the intersection with caution noting side traffic. Most signals at major crossroads change to early (9 or 10 pm). I’ve seen people blow through whether red or yellow flashing. The only way to survive in this city is defensively. You have no appeal and your evidence doesn’t matter. Slow, stop, or crash. If you have good insurance, advise the other party to flee so you collect your uninsured motorist. If you have no insurance, zig zag neighborhoods and find your way home without getting caught.
