But, why was SIRE changed to only work in Microsoft Explorer if these changes are coming in the near future, why not just leave it ‘as is’ until that time comes?

Could you clarify what you mean by ‘live streaming’? They already do that and then you can watch it back later. Do you mean using something other than SIRE or using a different standard like HTML5 where I can watch it in just about any player like YouTube?
Yes, something other then SIRE, as I understand it.
