I wondered how long it would take for Rick Kiley to get back to his old bossy self after not having a challenger in the upcoming election. I guess only 4 days. He decided to lay into councilor Stehly for, get this, asking questions. He pulled some rule from his rear that there was a 3 question rule. Then when Stehly asked him where the rule was written down, he said it was ‘tradition’. After she asked for point of order about the 4th time, I was waiting for him to pull out the Magic 8-Ball in defense of his traditional ‘rules’.

He claimed that since they had a 5:30 meeting with the Minnehaha County Commission there wasn’t time for questions.

Yeah, isn’t that interesting. First off, normally joint county meetings are scheduled at 6 PM, for some ‘strange’ reason, this one was scheduled 30 minutes earlier on the same day there was multiple items on the informational agenda including an end of the year financial report that was drug out like a caveman’s wife. Turbak has pulled this maneuver several times, when he knows there is a timeline he will drag his presentation as long as he can to eliminate questions. You are soooo sly Tracy.

If I was Stehly I would have said that the county commission can wait until we are done with our meeting, besides, the joint meeting I think lasted less than 5 minutes.

You just watch Kiley and his teammate Huether over the next 2 months and the games they will play.

  1. Kiley’s point was valid but very poorly communicated.

    Both councilors needed to stay professional.

  2. Bullshit! What part was valid. It was NOT Stehly’s fault the meeting was over scheduled with items, or the Turbak drug his feet, or that the CC meeting was scheduled 30 minutes early or that Turbak’s presentation wasn’t held first or that was the 3rd freaking time they saw those audit reports (the same presentations were done in two other recorded council committee meetings). Stehly was asking important questions period and Rick should not have argued with her about it.

    Councilor Stehly I understand you have additional questions. As we are up against a time restraint, can you submit your questions in an email and include your fellow councilors?

    Yes, I understand we have a time conflict and I will submit an email. Mr. Turbak may need to come back for additional follow up.

    You BOTH look like fools when you act like this. Yelling “point of order ” over and over again is equally childish to his bully tactics.

  5. LJL, Theresa wasn’t asking the questions for her benefit, she was asking them for the public’s benefit as she stated. Those questions HAVE TO BE ASKED IN PUBLIC, not in an email that the city attorney or finance department puts a confidentiality clause on. You get they are doing the ‘public’s’ work? Don’t you?

    Councilor Kiley told me we got shorted on our question time because Mr.Turbak took too much time for his presentation. This is the time allocated for the Council to ask questions and vet out the information for the citizens.As Council members, we have a right to ask as many questions necessary for our own information,and for the public.     much we are paying in debt payments annually on the Event Center and the new $25 million administration building. (These payments come right out of the second penny).Also,I asked him to break down why we paid over $3 million extra in personal costs. I asked him about a target amount for our water and sewer enterprise funds.

    After Mr. Turbak told us what great financial shape we were in, I asked if the Parks Department would be able to restore funding to the programs they cut last year (like the summer singers.) I also asked if we could restore the mowing of our parks.

    Mr. Turbak mentioned a study for employee wages and benefits . I wanted to ask him how much that was going to cost, and how that information would be utilized. I was wondering if the employees would find this helpful, or is it a tool for negotiation with management.

    I asked him what percentage of a homeowner’s property tax goes to the City. No answer.

    I had other questions as well,but I was cut off. A solution to avoid this in the future is to refrain from packing the 4:00 agenda so full that there is no breathing room. This was the year end financial report. A big deal. And getting answers behind the scenes does not help the public understand. This is their money,and they deserve to hear all the answers. The Council holds the purse strings.

    When Trump has legitimately good points on policy, he buries them with his moronic message. Stop letting your emotions be their ammunition.

    Immediately draw up a press release stating your case. Make sure its full of facts and void of personal opinion. Make sure you point out that you are asking these additional questions because of the lack of time at your last meeting and do not mention being gaveled down.

    Do not use the words “I feel” or “I think” in your public communications. Also learn to ask questions without conveying you already have a preconceived conclusion.

    I understand and respect you don’t like to play the politics game, but there is no way to avoid it in this work at this time. When he cut you off, you should have immediately followed up that Mr. Turbak will have to return to finish with the questions.

    Don’t stoop to his level, because he lives there and your just a visitor.
