I almost feel gas and a country western song coming on.

You can watch these fine folks tell the county to go fly a kite over a home rule charter. I agree with these fried chicken folks. Home rule charter is just a way to turn a government entity into a dictatorship. Voters should reject this, especially coming from the ‘policy wonk’ Dean Karsky.

Also, who is in charge under a home rule county charter? Deano the Meano couldn’t answer that question, probably too busy trying to find his passive aggressive pills.

Scott, you said it about right, the “Republic In Action” – this is how a republic should work, the People of the County show up to committees, commissions, conventions to make their voices heard, and things are done as a group, not any one person. Things should be decided by committees or commissions, whereas the voters get to elect delegates to attend conventions to adopt a constitution or charter. Lets be clear, I do support Home Rule Communities, and the People of Minnehaha adopting a charter, creating their new government. My concept looks liket this:

    The Governing Board shall consist of a County President (At-Large), 4 At Large Representatives, and 4 District Representatives (north, south, east, west).

    The County President shares the same duties as a Municipality Mayor, administrative, veto powers, appointing officers.

    The County Governing Board shall have Investigative Powers, and shall have advice and consent of all appointtees, contracts, etc.

    A new ccounty government would be operated by the – County President, Auditor, Treasurer, Sheriff, Coroner, Register of Deeds Clerk, District Attorney, of all whom are Elected At-large Officials, whom operate the Departments.

    The County President then can appoint his Finance Officer, Legal Officer, Public Works Officer, Planning Officer, and Health and Human Service Office to whom all act “under” the Elected Officials, giving the County President the ability to create a budget, capital plan, to discuss public affairs, etc.

    The County President must provide to the Governing Board a State of County Affairs by January of each year; a Recommended Budget by June 1st; and a Capital Plan by July 1st giving to the governing body the ability to create a budget.
