Trust me, Mr. Arends and I do NOT see eye to eye on many political things, but when it comes to joint jurisdiction, I hear him. During the joint county meeting tonight he basically told the council they are trying to take control of an area (joint jurisdiction) where the constituents in that jurisdiction can only vote for county commissioners but NOT city councilors (out of city limits). As Joel said it, ‘taxation without representation.’ After his mini rant the city council really didn’t know how to react. Not sure what the heck the Planning Director was talking about. In my humble political opinion there should be NO joint jurisdiction areas. You either are in the county fully or the city fully or both. Those are your 3 choices. I don’t think the city council should have ANY authority over someone who doesn’t live in the city limits.

  1. As the Planning Director spoke, he claimed that Sioux Falls is making investments in the outside area, and soon Harrisburg will bow to Sioux Falls. First of all, Harrisburg under the same premise has the same jurisdictional power over its city limits, NOT Sioux Falls. Sioux Falls cannot overtake Harrisburg at all. Even if the two cities conjoin, Harrisburg still has jurisdictional authority. This is just a power grab by the Sioux Falls Government. If anything else, at some point, the Cities of Sioux Falls, Brandon, Harrisburg, Tea, Crooks, Renner may establish a Metro City Council with elected representtives from each jurisdiction to provide common ordinances for each. But Sioux Falls cannot exert authority over a jurisdiction it has no legal right to do so. The Planning Director is wrong. And I do agree, The City Council had no answer of how to react to Joel in his comments.

  2. Harrisburg could use some outside guidance/experience in its ability to govern. Morons passed up a half-million dollars annually when they caved to the NOPE mob. Enjoy those prison sewage lagoons.
