This one isn’t that controversial, but the list changes quite often as you can see;

  1. Scott, also keep in mind, as per the State Constitution – a Bank charter is only good for 20 years. Meaning, we do not allow banks in this State to stay in business longer than two decades. I can only assume, in order to maintain control of the bank(s) themselves, keeping them from becoming to far corrupted by big money. Any S.D Citizen or Groups of Citizens may actually establish a Bank, for the purpose of issuing currency, let alone holding the currency. https://www.siouxfallscommunitychronicle.com/the-state-of-south-dakota-constitution this also explains why you see many banks come and go every 10 years or so, or they get bought out by a new corporate bank. So this may explain the many changes in the executive order over the years.

  2. If the city is at this many banks, they’ve got to much money. Time to lower sales tax?

  3. Is Wells Fargo at the bottom of this list due to the alphabet or preference? Most likely both.
