East/West Route
Hampton VA has a similar exit off the interstate that comes directly into a shopping mall. They constructed an aerial skyway overpass. To get off or on the interstate, you have to go 1/2 mi. then back. Under the skyway is mall traffic only. Because of the overhead, there’s no a weather problem.
A skyway from I-29 to Louise with no exits may be an answer. Common sense must be city planning’s idea or it’ll never happen.
