    After being legally declared unconstitutional, city government is unrecognized. There’s really no reason to go to the council for approvals. They and the mayor are powerless unless/until they modify codes and civil procedures.

    For a new bar or nursing home, the only current zoning problem is a water tap (city owned water). For a bar, defocate outside. Perhaps then, parents from the dance studio will become active and spirit Home Rule repeal.
