Jail operations seem more oriented toward inmate rehabilitation. I’m aware of a recent major renovation at the American Legion where inmates performed most of the labor and Lowe’s furnished materials. It was amazing how it all came together. Inmates get a small payment but mostly enjoy a good lunch, open area, and a friendly atmosphere.
40 million is not to much for a new jail. Considering that smaller counties, the prison, and the feds pay for space it’s not hard to justify. I’m wondering where there’s room for a new facility near the courthouse. County accounting will keep the cost down. Unlike the city events center, it would be competitive bid without contracts awarded before there’s a vote. The city of Sioux Falls should send their finance director over to the county for a public projects tutorial.
